PUBLIC TENDER ANNOUNCEMENT of the public tender procedure for granting start-up aids to airlines launching new routes departing from Cluj-Napoca International Airport

Cluj County Council and Cluj-Napoca International Airport announce the launch of the public tender procedure for the selection of offers submitted to receive start-up aid for launching new routes departing from Cluj-Napoca International Airport (CNIA).


The start-up aid is granted based on the start-up aid scheme approved by the European Commission Decision SA 34050 (2012/N) regarding State aid.

2. Subject and term of the contracts that shall be concluded: The subject of the contracts to be concluded is the airlines' operation of air transport services for passengers on the route/routes that benefit of start-up aid granted by the contracting authority. The contracts shall be concluded for a 7 ½ -year (90 months) period.


3. Types of services, quantities, technical data: Performance of air transport services for passengers on the route/routes for which start-up aid is granted during the terms established in the contract concluded with the contracting authority and in compliance with the specifications included in the tender documentation. The start-up aid is granted for the following routes:


Lot no. 1 - creating, promoting and developing an air connection between CNIA and Brussels South Charleroi Airport (Belgium)


Lot no. 2 - creating, promoting and developing an air connection between CNIA and Weeze Nierderhein Airport (Germany)


4. Procedure applied for the grant of the start-up aid: Public selection of the submitted offers considering the European Commission Decision SA 34050 (2012/N) regarding the approval of the start-up aid scheme for airlines departing from Cluj-Napoca International Airport.


The procedure of public selection of the submitted offers will be organized in compliance with the specifications included in the tender documentation.


5. Tender documentation can be picked up based on a written request attached to the copy of the Air Operator Certificate and of the valid Operating Licence from Cluj-Napoca International Airport's headquarters, starting August, 23, 2012. The documentation fee is 100 Euro (1 Euro = 4,4924 Lei), plus legal VAT rate. The payment can be made in cash at Cluj County Council's cashier or by bank transfer to the following accounts:

When picking-up the tender documents, the applicant shall submit the proof of payment of the value mentioned above, as follows: the receipt received in case of cash payment or a copy of the payment order stamped by the bank through which the transfer was made.


Also, the tender documentation can be delivered by Cluj Airport via e-mail or by post / courier to the applicant's contact details mentioned in the written request, after the airport have received the written request together with the copies of the Air Operator Certificate (AOC) and of the valid Operating Licence, the copy of the document certifying that the payment was made (receipt/payment order). Postal or courier costs shall be paid by the applicant.


6. Bid submission: The bidder shall submit the bid and other related documents in Romanian language and in compliance with the specifications mentioned in the tender documentation. The bid will be submitted in one sealed envelope (labeled with the name of the bidder to prevent confusion). The envelope shall be distinctly labeled as TENDER BID - DO NOT OPEN and code name „Start up aid to airlines launching new routes : route name ..."


Bid shall be sent to: Cluj County Council, Calea Dorobanţilor nr. 106, Postal Code 400609, Cluj-Napoca, REGISTRATURA, no later than September, 24, 2012, 09:00 a.m.


7. Opening of offers: The tender offers will be opened at the Cluj County Council headquarters, Calea Dorobanţilor nr. 106, Postal Code 400609, Cluj-Napoca, on September, 24, 2012, 11:00 a.m.
