Customs procedures

The international regulations of the Convention concerning Customs facilities for tourist traffic are applied in Romania. High-value goods and jewelry and foreign coins must be declared when entering the country if you want them removed subsequently without further formalities. Customs declarations for entry should be kept in case they will be required when leaving the country. The import of ammunition, explosives, narcotics, pornographic material is prohibited without a special license. The export of objects of cultural, historical or artistic value without a permanent or temporary export document issued by the competent authorities is strictly forbidden. Vaccines are not necessary. Rabies vaccines are required for dogs and cats.

The following goods shall be mandatorily stated in writing and submitted to the customs authority:

  • movable cultural property, the cultural, historical or artistic assets upon taken them out of Romania;
  • spontaneous flora and fauna species;
  • weapons, ammunition, explosives, radioactive, nuclear, strategic products under special laws;
  • drugs or psychotropic substances and their precursors, potentially mass contaminating biological material containing narcotic drugs or psychotropic, essential substances and toxic chemicals;
  • payment instruments in the form of cash on you, which are equal to or exceed the equivalent of 10,000 Euro / person entering or leaving from / to the Community


The statement is given on a special form provided free of charge by the customs authority at the request of passengers. Failure to declare the aforementioned goods leads to criminal or administrative sanctions, where appropriate, for those who violate these provisions.

The following goods in the possession passenger of must be declared upon coming from a Community state, if they exceed the limit of:

  • cigarettes - 800 pieces;
  • cigarettes (with a maximum weight of 3 grams / piece) - 400 pieces
  • cigars - 200 pieces
  • smoking tobacco - 1 kg
  • spirits - 10 liters
  • intermediate products - 20 liters
  • wine and fermented beverages - 90 liters
  • beer 110 liters

The following goods in the possession passenger of must be declared upon comping from a non-Community state, if they exceed the limit of:

  • 40 cigarettes
  • 100 cigarillos (cigars of a maximum weight of 3 grams each)
  • 50 cigars
  • 250 grams of smoking tobacco
  • 1 liter of alcohol and alcoholic beverages and spirits of an alcoholic strength exceeding 22% volume or undenatured ethyl alcohol of 80% volume and above
  • 2 liters of alcohol in concentrations of less than 22% volume
  • 4 liters of still wine
  • 16 liters of beer
  • miscellaneous goods other than those above, within the global value of 430 euro / traveler


Customs duties, value added tax, excise or other taxes owed to the state budged for free circulation in Romania are due and payable for goods above these limits.

Within the organizational structure of the Romanian state, the General Directorate of Customs is a complex institution that plays a fundamental role in terms of taxation, while fulfilling the function of protection instrument of national economy with a significant effect on social and national defense system.

The General Directorate of Customs operates as a specialized body of the central public administration, with legal personality, subordinated to the Ministry of Public Finances - National Agency for Tax Administration, consisting of 8 regional customs departments.

In essence, the General Directorate of Customs ensures the enforcement of governance strategy and program in customs, fulfilling the duties set out under the law.

Thus, to achieve its object of activity, the General Directorate of Customs exercises the following main functions:

  • Enforces specific customs measures resulting from government programs and customs legislation;
  • Controls transport means loaded with goods for import, export or in transit, as well as accompanied or unaccompanied baggage of travelers crossing the state border of Romania and verifies their legality and customs regime, according to customs regulations in force;
  • Detains for confiscation the goods subject to deviations from customs legislation and for which the law provides for such a sanction;
  • Coordinates and guides the activity of the regional customs directorates and customs offices in preventing and fighting against illicit trafficking of drugs, weapons, explosives, national cultural heritage objects;
  • Monitors, in cooperation with other competent bodies of the state, cases of money laundering through customs operations;
  • Enforces customs measures resulting from exchange agreements or free trade agreements between Romania, on one hand, and the European Union or countries under EU integration etc.
